Jared Diamond considered environment (soil quality, precipitation, etc) as only one factor out of several that have determined the evolution of various civilizations. Perhaps it was the lack of domesticable animals, the lack of indigenous high-nutrition plants (like rice and wheat) and the difficulty of engaging in long-range trade due to a vertical geography, that had more effect on the development of Africa, not just the soil thickness and fertility.
