This is good, but the first need that has to be met is to build "fences" (rules, laws, etc) which moderate our desire for shiny, noisy crap: such as putting all overhead costs (government, health care, infrastructure maintenance, etc) into consumption tax at the point where desire is sated: the cash register sale.
Humans don't really do what they plan to do, and they don't moderate themselves directly any more than yeast. We are sense-response animals, and our imagination lets us backdate our logbook to say we did things for a "reason". Sometimes, we realize this and appoint others to write rules which prevent us from acting on every sensory thrill. The trick is in setting the 'price point': Do we set speed fines to prevent speeding or to collect 'revenue'? How many speeding tickets have been sold this week? How many concert tickets? Compare prices and discuss among yourselves....
